Ah, those pesky mongolians. . .

Well, let's see ... you'll need a zoning variance permit. a moat-building permit, an inspection signoff by the Army Corps of Engineers (they own all the bodies of water in the US), you'll have to certify that the materials used are asbestos-free, they'll have to check that there are no Endangered Species (like the Lesser Purple Three-toed Frog) in the premises, you'll have to employ only union labor......
